  1. Update/Install/Reinstall Intel® Management Engine Driver for Windows 8.1* and Windows® 10 - Version: 1909.12.0.1236 (Latest) - Date: 3/26/2019 (downloads\ME_SW_1909.12.0.1236\Cons\ME_SW_MSI\SetupME.exe): https://downloadmirror.intel.com/28679/eng/ME_SW_1909.12.0.1236.zip

    The readme says:

Honestly, I didn't see that "MPS Uniprocessor PC" or "MPS Multiprocessor PC" strings in device manager; a search on internet shows old dates (from 2000 and 2007).
It could be things changed in the years and they didn't update the readme.
Now, I think the path to follow (in device manager) is:
    - "ACPI x64-based PC", "Microsfot ACPI-Compliant System", "PCI Express Root Complex", "PCI standard ISA bridge"
    OR
    - "ACPI x64-based PC", "Microsfot ACPI-Compliant System", "PCI Express Root Complex", "PCI-to-PCI bridge"
    OR
    - Both?

I have both (but I'm using an AMD system): Untitled.png

  3. Finally, try the nvidia studio driver:
Within GeForce Experience, click the menu (three vertical dots in the top right corner) to reveal a toggle and select the driver of your choice.
If it's not available, download and install (custom option, Perform a clean install) the nvidia studio driver (442.92 - 2020.4.16 - 530.23 MB): http://pl.download.nvidia.com/Windo...ok-win10-64bit-international-nsd-dch-whql.exe

Let's see if you get the problem with the clean startup:
  • Start, searchbox, type msconfig, press enter.
  • In the new msconfig window, in General tab (default opened tab), click Selective startup and untick/deselect/uncheck Load startup items.
Only Load startup items should be unticked, the other two must be ticked.
  • Go to Msconfig Services tab, tick/select Hide all Microsoft services.
    Don't forget to hide them!
    Disable the remaining
    NON-windows services.
    I.e., DON'T disable windows services!
  • Click ok, reboot and check if the problem reappears.

Cracklings or poppings are rare now even on normal boot, but i think these latency problem (wdf01000 mostly) affect how mouse behave (it's kinda delayed/floaty). In bios it's not that much, its snappier.

I just registered for writing here. I have fully same problem with him. I cant fix for 1.5 years but I found why it happens. Ec Firmware or Bios causes this. I have the same problem when i am doing fn+1 (sometimes it happens randomly) ACPI.sys latency jumps. I found a EC Firmware update and flashed it. Problem didnt fix and it happens more often... So you cant do something on Windows. Just wait for the new updates. I have Clevo laptop and they did last update in 2021. Probably they wont fix it. I promised to myself for buying electronics from known manufacturers.
