Because your hard drive is bad. That is your problem. We have tested it and determined that it is the cause of your issues. We are going in circles here. Until you replace the bad hard drive, I cannot assist you further as it was determined that it was the root cause of the problem.

I was able to remove the files in my PC after installing a CU so after all it wasn't caused by the HDD.

No, that was a bug as it was present on both PCs, but the SFC stalling is caused by the HDD.

But I also had that sfc problem on PCs whose disks didn't have problems.

I did an in-place upgrade install on May using a 19041.41 image with the penultimate CU, the latest SSU, the latest DU and the latest CU for .NET Framework at the time integrated and I successfully installed the latest CU at the time.
