W7 Update failures

If you click on Check for updates, what happens?

It does its normal thinking...nothing unusual displays...then see post Today 8:27 PM.
The process appears to be stuck in a loop:
1. Check for Updates
2. There's important updates but they can't be installed because the OS is using them.
3. Please reboot.
4. After reboot nothing is updated and back to #2.
Nothing has changed within the Update History log.

Alright, follow the instructions below please.

SoftwareDistribution - Rename
Follow the instructions below to rename the folders in SoftwareDistribution.

• On Windows Vista & 7, click on the Windows Start Menu, then enter cmd in the search box, right-click on the cmd icon and select
  
  Run as Administrator
• On Windows 8, drag your cursor in the bottom-left corner, and right-click on the metro menu preview, then select Command Prompt (Admin);
• On Windows 8.1, right click on the Windows logo in the bottom-left corner and select Command Prompt (Admin);
• Enter the commands below one at the time (press Enter to send it);
  

  net stop wuauserv
  ren %SystemRoot%\SoftwareDistribution\Download DL.bak
  ren %SystemRoot%\SoftwareDistribution\DataStore DS.bak
  net start wuauserv

Once done, restart your computer and try to check/install updates.

Set Windows Update Service from "Automatic (delayed)" to "Automatic"

This is because the DataStore folder was corrupt/modified, and the history is logged there. But it's not an issue. Looks like it's still the pending.xml causing issue. We'll delete it again.

After that, can you tell me which updates you have to install? Are they the same ones listed in the OP?

The "C:\Windows\WinSxS\pending.xml" file does not exist.
Any updates after May 10th, 2016 haven't been installed properly, according to last known history.
The "Checking for Updates" result does not provide any Important/Optional lists at all; just "reboot to install important updates".

Can you give me a KB number for one of the update? We'll go about it a different way. If you tell me the ones in the first post are still not installed, I can work with that.

Download Security Update for Microsoft .NET Framework 3.5.1 on Windows 7 Service Pack 1 and Windows Server 28 R2 Service Pack 1 from Official Microsoft Download Center

Try to install the update. If it fails, upload the two logs below for me to review.

Nope. Only .NET Framework 4.5.2. The last update for this was KB3135996 on 3/9/16.

• Download MiniToolBox and move the file to your Desktop;
• Right-click on MiniToolBox.exe and select
  
  Run as Administrator (for Windows Vista, 7, 8, 8.1 and 10 users);
• Check the following options:
  • List Installed Programs;
  • List Last 10 Event Viewer Errors;
    
    
• Once this is done, click on Go and wait for the scan to complete;
• Once the scan is complete, a log will open. Please copy/paste the content of the output log in your next reply;

Alright, uninstall Microsoft .NET Framework 4.5.2, and try to install the .NET Framework 4.6.1 from the link below. If it fails, upload the WindowsUpdate.log and CBS.log for me please.
