Win 10 Pro 1809 error 0xc000021a

I did drag the zip over the exe. Will do again. BTW, I went to considerable effort to to save and zip the setupapp.log file and you have not asked for it. Why?
 
I have not yet seen the need for it. If this fails. The next place to look is the setupapi.dev and setupapi.app.log, but I did not even mention them as of right now.
 
Still not correct. The SFCFix.exe tells me that you have not dragged the zip.

Make sure you're not extracting it beforehand. If it would help, can you please take a screen recording of the whole process for me?
 
Which AV software. I have numerous different programs? What do mean install from the iso?
 
Aside from Win Defender, I have bitdefender total security, zemana antilogger, and superantispyware. Bitdefender disables win defender by default. These were all installed when I updated to 1803 without error. Uninstalling these is a major headache. As for the iso question, I extracted it to another disk and ran setup.exe. Do you mean burning it to a DVD?
 
Truthfully, I'm very skeptical. And you haven't looked at the setuperr.log sent earlier. I'll try what you suggest and hope it works.
 
I removed all the antivirus programs and still received error 0xc000021a on first reboot. Moved the install files to another disk and same failure on first boot. I've attached the setuperr.log file which shows numerous errors. the setupact.log zip file is over 8mb and can't upload. I've spent over 6 hours today trying different things, all failed. Hope you have ideas why its failing on first boot.

I have Trueimage installed to make image backups of my OS drives. I'm not sure but The marvel device controller is for an addon card. These have never been an issue since I first upgraded to win 10 years ago.
 
Not then, but there is an issue now. Could you remove that Marvell add-on card and any other peripherals that are not vital (mouse/keyboard/monitor/ethernet cable) and retry?
 
The Marvel card is critical. One of my SSDs is attached. The attached shows no problem. I found an updated driver and will try that.

Updated the card. As you can see it's a MS certified driver. Will advise after update attempt. Did you review the setupact.zip file I sent you?
