[SOLVED] [Win8.1 x64] PC refuses to update Error 80070BC9

Only one recommanded update was shown... KB2976978...
It proceeced...
When I restarted my PC. I could not find it in the history list.

But a few second later, in the update list I could see that 7 updates that we know well came back :
Important : KB3184122, KB3178539, KB3174644 and KB4014983 (.NET Framework...)
Recommanded : KB3184143, KB3179574 and KB2976978...
Sorry...
 
apparently, it failed... even if it is not shown again in the important updates to install list.

Please do the following. Note: If you don't have another machine to use, please print these instructions and do bullet's number 1 & 2 under Step#2 before starting.



Step#1 - Command Prompt - Advanced Options
1. While in Windows hold down your Shift button while you reboot your computer.
Keep the Shift button held down until the menu comes up asking you to choose an option.
2. Select the Troubleshoot option. On the next screen choose Advanced options.
3. On the next screen, choose Command Prompt.
4. You may be asked to choose an account to log in with. Go ahead and put in a password if you have one and click Continue.

Step#2 - FRST Scan
1. Please download Farbar Recovery Scan Tool and save it to your USB drive. You need the 64 bit version.
2. Also download the attached fixlist.txt and place on the USB drive.
3. Plug in the USB drive into your sick computer.
4. In the command window type the word notepad and press Enter.
5. Notepad opens. Under the File menu select Open.
6. Select "Computer" and find out what your USB drive letter is and then close notepad.
7. In the command window type e:\frst (for x64 bit version type e:\frst64) and press Enter
Note: Replace letter e with the drive letter of your USB drive that you identified in bullet#6.
8. The tool will start to run.
9. When the tool opens click Yes to disclaimer.
10. Press Fix button.
11. It will make a log Fixlog.txt on the USB drive. Please plug in the USB drive into another computer or reboot and plug back in. Copy and paste the contents of it into your reply.

Unfortunately, it failed one more time.

First, it showed only one update left : KB3184143

Then, the seven updates finaly came back... as if nothing happened.
 
Unfortunately your transactional system is broke. I think the only option here is to do a repair install. All programs and data will remain intact but should fix your issue. Do you have Windows 8.1 x64 media (i.e. CD/DVD/USB)?
 
Yes, I've got a USB Windows 8, not 8.1...
It's called Windows 8 Recovery Media for Windows Products, provided by Dell...
 
So unfortunately your only choices are...
1. Contact Dell to get Media for Windows 8.1 and do a repair
2. Backup your data, use the recovery media to re-install Windows 8 and then update to Windows 8.1 through Windows Update. Then you will have to re-install your programs and copy your data back over.
3. Disable Windows Updates and live with the PC the way it is. Obviously not the best option.
4. Attempt an upgrade to Windows 10.
