- Rebooted the system.
- Downloaded the .ZIP again from WeTransfer
- Executed D:\Download\SFCFix.exe SFCFix.zip

I really don’t know why it has an outdated build. I always install Windows updates.
I have now replaced the shell with explorer.exe (it was cmd.exe for troubleshooting).
It only shows a cursor and a black wallpaper.
When I open task manager it show explorer.exe is not crashing anymore but is not responding.
Also the Windows Update service is not able to start.

I restarted my computer and I have my desktop back!
I verified Windows Update service is running!

Issue's at this moment:

- event viewer closes without warning when I open the system log.
