We have various Xerox and HP devices setup both locally and through a print server.

We are on Win7 for the time-being. Worst-case, I may wind up wiping the drive and doing a clean install.

This laptop was passed off to me from the previous Jr SysAdmin and it's a few years old & still has the original install image.

It appeared to be updating OK until I installed the Windows Management Framework 5.1 (KB3191566), then the problems started. I tried uninstalling some of the previous Monthly Security Updates to try to reinstall them, but once I started removing them, they failed to reinstall.
 
I've tried uninstalling Windows Management Framework and it seems to go through the removal routine, but it just re-installs itself during the whole process.
 
Not that I can see. I uninstall it, it goes through the routine, restarts and then shows up as a new install.

Let's try removing it another way:

FRST Registry Search
1. Click your Start button and choose Control Panel.
2. In the upper right corner ensure the View by: is set to Category.
3. Select the Programs group.
4. Click the Turn Windows features on or off link. This will bring up the Windows Features dialog. Wait until this dialog populates with information. If this does not happen for some reason, please continue with the steps anyway.
Note: This loads your components hive which is what we want. Please keep this dialog open while you perform the remaining steps.
5. Please download Farbar Recovery Scan Tool and save it to your Desktop.
Note: You need to run the 64-bit Version so please ensure you download that one.
6. Run FRST64 by Right-Clicking on the file and choosing Run as administrator.
7. Copy and paste
KB3191566 into the Search box and click the Search Registry button.
8. When the scan is complete a notepad window will open with the results. Please attach this to your next reply. It is saved on your desktop named SearchReg.txt.
9. You may close any remaining open windows now.

Remove Update Manually
1. Click on the Start button and in the search box, type Command Prompt
2. When you see Command Prompt on the list, right-click on it and select Run as administrator
3. When command prompt opens, copy and paste the following command into it, press enter
wusa /uninstall /KB:3191566

4. Let me know if it says it was successful or if there are any errors.
 
The uninstall happens, then on the reboot it gets to about 90% and shows "Failure configuring Windows updates Reverting Changes"

When I open "Installed Programs", KB3191566 and KB4343900 both show as today's install date.

Please note that your computer will automatically reboot during the fix. That is normal and to be expected.

Step#1 - FRST Fix
NOTICE: This script was written specifically for this user, for use on that particular machine. Running this on another machine may cause damage to your operating system
1. Please download Farbar Recovery Scan Tool and save it to your Desktop.
Note: You need to run the 64-bit Version so please ensure you download that one.
2. Download attached file and save it to the Desktop.
Note. It's important that both files, FRST64 and fixlist.txt are in the same location or the fix will not work (in this case...the desktop).
3. Run FRST64 by Right-Clicking on the file and choosing Run as administrator.
4. Press the Fix button just once and wait. If for some reason the tool needs a restart, please make sure you let the system restart normally. After that let the tool complete its run.
5. When finished FRST64 will generate a log on the Desktop (Fixlog.txt). Please post the contents of it in your reply.

Tried to install problematic update (KB4457144) again and it still failed (same spot, install appears good, then on reboot at 92% it shows Update Failed, Reverting Changes).

I did not try to uninstall the Windows Manage Framework 5.1 again.
 
Step#1 - FRST Scan

1. Please download Farbar Recovery Scan Tool and save it to your Desktop.
Note: You need to run the 64-bit Version so please ensure you download that one.
2. Right click to run as administrator. When the tool opens click Yes to disclaimer.
3. Please ensure you place a check mark in the Addition.txt check box at the bottom of the form before running (if not already).
4. Press Scan button.
5. It will produce a log called FRST.txt in the same directory the tool is run from (which should now be the desktop)
6. Please attach the log back here.
7. Another log (Addition.txt - also located in the same directory as FRST64.exe) will be generated Please also attach that along with the FRST.txt in your reply.
