Windows 7 SP1 64bit - Cannot update KB4474419 or KB4516065

Download the attachment and extract it.
Open the extracted folder, double-click the file regfix2.reg.
When prompted allow to change the registry settings.

When completed, try to install KB4516065 only and report the result.

The 162 fix was applied, however the Windows update, when it fails, it seems to revert and restore some version of the registry without the changes applied. Its rather confusing to me because the Windows update takes a restore point before installing, which I would think would include the changes from 162. But, it doesn't stick after reverting.
 
Try to create a restore point manually.
 
Failed. Followed these steps:

1. Applied message 162 regs
2. Rebooted.
3. Verified settings still there (via RegEdit)
4. Made a restore point
5. Ran KB4516065 via Windows Update and it failed during reboot again, and reverted.
6. Settings disappeared again (checked with RegEdit)

It seems that the reverting process is deleting these entries independent of restore points because the same thing happened when we manually added registry stuff for KB4474419. Even it removes the entries regardless of restore points taken.

Interesting. Just for kicks, I took a restore point, then tried to restore to the restore point. Got this after the system rebooted:

Something on this system is whacked out for restore to not even work.
