Lets try the following fix...

Farbar Recovery Scan Fix

!!! WARNING !!! The following fix is only relevant for this system and no other, running the script on another computer will not work and may cause problems...

• Download FRST or FRST x64 and save it to the Desktop.
  (Please pick the version that matches your operating system's bit type. If you don't know which version matches your system, try FRST if it say that is not compatible with your OS you have to use FRST64)
• Download the file attached and save it to the Desktop as fixlist.txt
  (It's important that both files, FRST or FRST64 and fixlist.txt are in the same location or the fix will not work!)
• Execute FRST/FRST64 right click on the icon
  
  and choose Run as Administrator. Make sure all other windows are closed.
  
  
• Press the Fix button just once and Wait. After the fix the system needs to restart if the tool does not request it please Restart the computer.
• The tool will make a log (Fixlog.txt) on the same location as FRST/FRST64 please post it in your next reply.

SFCFix Script

!!! WARNING !!! The following fix is only relevant for this system and no other, applying this fix on another computer will not work and most likely will cause problems...

• Download SFCFix.exe (by Niemiro) and save it to the Desktop
• Download the file SFCFIX.ZIP, attached below, and save this to your Desktop
• On your Desktop, make sure you have the two files:
  
  SFCFix.exe and
  
  SFCFIX.zip
• Drag the file SFCFIX.zip onto the file SFCFix.exe and release it
• The SFCFix tool will process the script
• Upon completion, a log file SFCFix.txt should be created on your Desktop
• Open the SFCFix.txt log and copy & paste the contents to your post

Force Windows to search for updates and try to install them, please skip/hide all of them with Preview... in the name.

If the installation fails please report the KB number, the error code and collect the new CBS.log.

KB4503865 its a Preview update please hide the update and don't install it, Preview updates can many times create problems and are only needed for Developers that want to test if their software will be affected by the next updates released by Microsoft...

The KB4499406 is a .Net Framework update that install one or more updates depending on what is installed on the system, many times the installation problem is not reported on the CBS.log... I need to see other logs.

Please check the %temp% folder and attach any file with references to the following updates:

kb4495596
kb4495626
kb4019990
kb4495588

- Press the Windows key

+ R
- on the run window Copy & Paste the command:%temp%

Download Windows Repair (All-in-One) Portable

• extract the tweaking.com_windows_repair_aio.zip to c:\Windows\TEMP the zip will extract to a folder called Tweaking.com - Windows Repair
• execute the file Repair_Windows.exe from the Tweaking.com - Windows Repair folder, accept the Security warning and the EULA
• click the button Jump To Repairs
• accept the tool prompt and let the System Restart in Safe Mode to execute the next steps
• In Safe Mode execute again the file Repair_Windows.exe from the Tweaking.com - Windows Repair folder
• click the Open Repairs button to access the following screen:
  
  
• click the box All Repairs to uncheck all the box's
• check onlythe following box's:
  • 01 - Reset Registry Permissions
  • 02 - Reset File Permissions
  • 03 - Reset Service Permissions
  • 04 - Register System Files
  • 10 - Remove Policies Set By Infections
  • 25 - Restore Important Windows Services
  • 26 - Set Windows Services to Default Startup
• check the box Restart/Shutdown System When Finished > Restart System
• click the Start Repairs button
