Windows Update Error 8007002 on Windows 2012 R2

Error 0x800f0825 appeared during uninstallation

The Dism log doesn't contain useful information. Is there any other update pending to install? tell me the KB number.

If i try install 5001403 i receive error: "Update already installed"
If i try uninstall 5001403, i receive error: "Update is a mandatory component of the operating system and cannot be uninstalled"
Both times i used command line and MSU file

Sorry the update can't be uninstalled because its a SSUs.

Your advice didn't help.
The driver is still not digitally signed.
I think the digital signature of the root certification authority has broken. It must be in the OS certificate store. But I still cannot build and check the whole chain
