OK. Do you plan on installing the free update to Windows 10? The reason I ask is that doing this will likely resolve this issue and get you on the most recent OS. Please let me know if this is your intention as it gives us other options.

Unfortunately, I have third party software that is not yet win 10 compatible, so I won't be upgrading until (probably) Q2 next year.

Thanks campbell. Please do the following and let me know when complete.

Step#1 - Run Windows Repairs
Warning: this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.
1. Download Windows Repair (All-in-One) Portable to your desktop.
2. Once the file is downloaded, right-click on the file on your desktop and choose Extract All...
Extract.JPG

3. Keep the defaults and click the Extract button.
4. A folder named tweaking.com_windows_repair_aio will be extracted to the desktop. Once the extraction is complete the folder will open.
5. Inside this folder, there is a folder named Tweaking.com - Windows Repair. Open this folder as well.

6. Double-click on Repair_Windows.exe to open. Note: Please make sure all of your programs are closed and anything you were working on is saved as we will be rebooting.
7. When the program opens, click the Reboot to Safe Mode button at the bottom of the screen. Answer Yes to allow.
8. Once rebooted into Safe Mode, open the program again. When the program opens, click the Repairs tab and click the Open Repairs button.
9. A backup of your registry will be made. After a few moments you will have many options from which you can choose.
10. Please click the Unselect All button and then click to enable only the following ones:

05 - Repair WMI
06 - Repair Windows Firewall
10 - Remove Policies Set By Infection
14 - Remove Temp Files
15 - Repair Proxy Settings
17 - Repair Windows Updates

11. Ensure the Restart check box is selected and click the Start Repairs button in the lower right of the screen. This may take some time to run so be patient.

12. Once the fixes are complete you will be prompted to restart your machine. Answer Yes.
13. Now go to Windows Updates and check for updates. This may take a long time (I've seen it take 20 minutes and I've seen it take over 6 hours but it varies greatly on the type of machine that you have) the first time we do this after this fix since it has to rebuild and recheck all the updates.
Let me know which updates (KB numbers) show that need to be installed.
Thanks.

It has 5, 2 Important and 3 optional.

Important:
KB3042058 (our friend)
KB915597 (Definition update for Windows Defender)

Optional:
KB2902907 Microsoft Security Essentials
KB3063822 Microsoft Security Essentials
KB2876229 Skype for Windows

I'll not attempt to install these, until you tell me to.

Thanks for the info. Please do the following.

FRST Fix
NOTICE: This script was written specifically for this user, for use on that particular machine. Running this on another machine may cause damage to your operating system
1. Please download Farbar Recovery Scan Tool and save it to your Desktop.
Note: You need to run the 64-bit Version so please ensure you download that one.
2. Download attached file and save it to the Desktop.
Note. It's important that both files, FRST64 and fixlist.txt are in the same location or the fix will not work (in this case...the desktop).
3. Run FRST64 by Right-Clicking on the file and choosing Run as administrator.
4. Press the Fix button just once and wait. If for some reason the tool needs a restart, please make sure you let the system restart normally. After that let the tool complete its run.
5. When finished FRST64 will generate a log on the Desktop (Fixlog.txt). Please post the contents of it in your reply.

Please attempt to manually download the update again and install from the downloaded file. Don't attempt the install through Windows Update.

Let me know the results. Thanks.

Oops,
the updates through windows install ran automatically last night, and the KB3042058 update failed. I just tried to run it manually, and it said "Some updates were not installed", the KB3042058 failed again.

If I need to back up a step or two and re-run something, that's fine. Just let me know. I can also turn off auto-updates, at least until we sort this out.

I will do so, but internet at home is out for the moment. I can only see your messages from my office, and will take the info home with me to try it at lunch. A bit of time lag due to this.

OK, here is what happened:

wusa /uninstall /KB:3061518
produced a "searching for updates on this computer progress bar, returned a prompt, produced a dialog that asked if I wanted to uninstall it. I clicked yes, and it displayed a progress bar, which went away when complete.
wusa /uninstall /KB:3042058
produced a "searching for updates on this computer progress bar, returned a prompt, produces a dialog that said "The update KB3042058 is not installed on this computer." I clicked the OK box and both dialog boxes went away.

Unfortunately, it still fails with the same error. There is another important update this morning that also fails.
