OK, Please attempt the following.

Install Update with DISM

  1. Download this update and save to your desktop. The file name will be Windows8-RT-KB3000483-x64.cab.zip.
  2. Right-click on this file and select Extract All... Keep the defaults and click the Extract button. You can close the folder window that opens
  3. Click on the Start button and in the search box, type Command Prompt
  4. When you see Command Prompt on the list, right-click on it and select Run as administrator. Go ahead and allow if you receive the UAC prompt.
  5. Copy and paste the following command into the command prompt window and press enter.

    dism /online /add-package /packagepath:%userprofile%\desktop\Windows8-RT-KB3000483-x64.cab\Windows8-RT-KB3000483-x64.cab
  6. You should receive the message:
    The operation completed successfully.
    Restart Windows to complete this operation. <---You may not get this line.
    Do you want to restart the computer now (Y/N)? <---You may not get this line.

Go ahead and do so if prompted. Let me know what errors if any come up.

OK, this is an interesting update. I believe it's actually installed but is missing some registry entries. Please do the following so I can have updated, current hives.

Retrieve Components/Software Hives
Note: The Software have has confidential and sensitive information in it so please send me a PM with a link to that particular hive so it's not in the public form.
  • Please download the Freeware RegBak from here: Acelogix Software - Download products
    You will find it at the bottom of the page that the link brings you to.
  • Go ahead and install this program and accept all the defaults. After the last install screen the program should open.
  • Click the New Backup button. Accept the defaults and simply click Start.
  • When it says Finished successfully, click the Close button.
  • This will bring you back to the main screen of the program. You will see one entry in this list with the date that you did it. Right-click on this line-item and select Explore Backup...
  • This will bring you into the folder where the backup was made. You should see a Users folder and a Windows folder along with a couple other files. Double-click on the Windows folder to open it. Then open the System32 folder and then config folder. You should see around 6 files in here, two of which are named COMPONENTS and SOFTWARE.
  • Copy these two files to your Desktop. If the COMPONENTS file does not exist, please fetch it instead from C:\Windows\System32\config\COMPONENTS.
  • Now right click on these files on your desktop and select Send to > Compressed (zipped) folder.
  • Then please upload the zip file(s) to your favourite file sharing website (it will be too big to upload here). Examples of services to upload to are Dropbox or One Drive or SendSpace and then just provide the link in your reply.
  • You can close any open windows you have as well as the RegBack program now.

OK, check for Windows Updates. If KB3000483 still appears then go ahead and attempt to install. If it fails please provide me with an updated CBS.log.

OK, please do the following.

Step#1 - Capture Process Monitor Trace
1. Download and run Process Monitor. Leave this running while you perform the next steps.
2. Attempt to install the update just like you have in the past.
3. Stop Process Monitor as soon as the update fails to install. You can simply do this by clicking the magnifying glass on the toolbar as shown below.

4. Select the File menu...Save... and save the file to your desktop. This is likely the default location. The name (unless changed) will be LogFile.PML. This is fine.
5. Zip up and attach the LogFile.PML file as well as your CBS.log.

Please do the following. No need to try the update afterwards. I'm just gathering some info.

1. Click your start button and type cmd in the search box.
2. Right-click on cmd that comes up in the search results and select Run as administrator. Answer Yes to the UAC prompt if it appears.
3. Copy/Paste the following into the command-prompt window and hit enter.

If I search for it in the registry manually I even don't see the tree "COMPONENTS" under HKEY_LOKAL_MACHINE (which I obviously should?)...
