Just to be sure the previous step didn't change the state of the registry unexpectedly, please repeat step#60

Then repeat step#65 but itstead of going through Windows Update, download the update manually and let's use the downloaded one to attempt the install until resolved. If possible, run Procmon while doing this so if it fails you can provide both the procmon log and CBS.log.

I checked windows update it was KB3188743

I downloaded "October, 2016 Security and Quality Rollup for .NET Framework 3.5 on Windows 8.1 and Windows Server 2012 R2 for x64 (KB3188743)", windows8.1-kb3188743-x64_b8d5309e5ff9ee03720237d41e61849cac32c6df.msu from windows catalog. There is no Server 2012 R3 in the catalog, only Server 2012 R2 (This machine is R3).

I ran sfcfix again

Your server is R2 (Update 3) so you would still use the R2 windows update package.

Attempted the install, it neither completes nor fails, it stops saying the updates was not installed.
