[SOLVED] [10v1607b14393 x64] Can't upgrade to 1703/1709. No any new driver (0x800703f1)

OK, boot to advanced settings...startup settings and boot into Safe Mode.

Once in Safe Mode, go to device manager via computer management, look within Display Adapters and find the graphic driver. Right-click on it and remove it (ensure you check the box to delete the actual drive). Ask any questions you have while doing this.
 
None that I'm aware of. The only thing that struck me as odd was that even before installing the driver there already as a "Radeon settings" menu item. Maybe some leftover? I ran the amdcleanuputility twice in the last few days.
 
OK, please do the following.

Step#1 - Gather Event Logs
Warning: this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.

  1. Download SFCFix.exe (by niemiro) and save this to your Desktop. If you still have this on your desktop from downloading previously, you don't need to re-download.
  2. Download the file below, SFCScript.txt, and save this to your Desktop.
  3. Save any open documents and close all open windows.
  4. On your Desktop, you should see two files: SFCFix.exe and SFCScript.txt.
  5. Drag the file SFCScript.txt onto the file SFCFix.exe and release it.
  6. SFCFix will now process the script.
  7. Upon completion, a file should be created on your Desktop: SFCFix.txt.
  8. Copy (Ctrl+C) and Paste (Ctrl+V) the contents of this file into your next post for me to analyse please
  9. In addition a file will be created on your desktop named EvtLogs.zip. As this file will likely be too large to attach to your reply, please upload this file to a file sharing/hosting site such as SendSpace, Dropbox or Onedrive and provide the link in your next reply.

Note. It's important that both files, FRST64 and fixlist.txt are in the same location or the fix will not work (in this case...the desktop).
3. Run FRST64 by Right-Clicking on the file and choosing Run as administrator.
4. Press the Fix button just once and wait. If for some reason the tool needs a restart, please make sure you let the system restart normally. After that let the tool complete its run.
5. When finished FRST64 will generate a log on the Desktop (Fixlog.txt). Please post the contents of it in your reply.

EvtLogs.zip attached. Includes a Windows restart and apparently an updated started in the background.

I tried the update some two hours ago and the problem still persists :( Perhaps we are missing someting and it's not really the graphics driver but something else that slows down the system or prevents normal operation? Would it be possible to collect more information via the command prompt after the update?

On another note: now as I can install drivers again, in particular the printer driver, there is no immediate need to update. Do you want to continue and hunt down the issue? I would be willing to but I don't want to steal too much of your time.
