Are you willing to do the fresh install again? If you are, make sure that you first completely update your Windows and then install all your applications.
Yes, I agree it's something in Windows, but at the moment there's nothing to point us into the right direction, but I was asking about the clean install merely to consider our options. This issue is a bit different from your previous one.
Please do the following:Step#1 - Capture Process Monitor Trace
1. Download and run Process Monitor. Leave this running while you perform the next steps.
2. Attempt to install the update just like you have in the past.
3. Stop Process Monitor as soon as the update fails. You can simply do this by clicking the magnifying glass on the toolbar as shown below.
4. Select the File menu...Save... and save the file to your desktop. This is likely the default location. The name (unless changed) will be LogFile.PML. This is fine.
5. Zip up and attach the LogFile.PML file as well as your CBS.log.

Redo the process and make sure you upload both items at the same time.
Unfortunately, I have detected a corruption which I am unable to surgically fix and therefore I think your best bet would be either a repair install or a clean install.

I can try. Do you use any other drives/dual boot or anything similar? Have you tried using a bootable USB to do the install?
Since it's Ryzen I'd opt for Windows 10 upgrade to get all the benefits and native USB 3.0 support. Otherwise, go for clean nstall if repair doesn't work.
