Beside your fixes, doing the recommended applicable Microsoft "critical updates" & the sfc /scannow and Checksur tool, for the record:
I tried "chdsk /f /r," the "Raymond fix", "winfix" software, the old "registry size limit" fix, "windows update troubleshooter", loading OptionalFeatures.exe via cmd, copying OptionalFeatures.exe from my MacriumReflect Backup (if not from the original Windows DVD, which I may try in the near future), & the PS Client Manager Module, which made running optionalfeatures via Powershell doable for win. 7 users, has been archived with all the other codplexprojects late last year, & github hasn't yet made the ps module/cmdlets downloads available as of this date.
Doing another "In-Place Upgrade" in hopes of getting the feature back, or trying a "Repair-Install", are the only other options left short of a compete re-install, which are both drastic & risky; & I've seen other Sysnative threads on this subject, with various extended troubleshooting & suggested solutions, that either worked or didn't.
But the "turn windows features on or off -blank window" problem has been universal across all windows OS versions for years, & it's is a shame that Microsoft has not taken any time or effort towards researching exactly why this happens, or offering any real fix for it, leaving it up to forums & users to figure things out on their own, IF possible.
In any case, I thank you for your all of your help (I'll definitely make a donation early next month), & since we cannot really tie the blank OptionalFeatures.exe issue in with the specific issue being the basis for this thread, I think you should mark it as "Solved".
