Also can't upgrade from Windows 7 Pro to Windows 10

Performing clean boot now. Thank you for staying with me on this. This one's a tough nut to crack!

I just went back in and disabled the startup items as well and we are up and not locking up! Ok. Now to find the culprit I presume?

Ok. On it. Also, does this mean I can switch back to my old profile or do I need to migrate to this new one?

Ok. There were 5 items in there. The 1st 4 items checked out to be good. The last one, iTunesHelper, immediately made the machine act screwy. The mouse got jumpy and I couldn't click on anything or type until about 90 seconds later and then it started acting somewhat normal. I disabled it again and the machine came up again clean.

OK. So it is still up and running, but with minimal services. I tried to reboot a bit ago with Normal Boot enabled but it locked up shortly thereafter. I presume there's more going on than just a screwy iTunes startup service. How would you like me to proceed?

Ok. System hangs on the Windows 10 icon in the middle of the screen with the circle dots about half way through.
