[SOLVED] Broken Windows update / SFC - HELP PLS!!!

I'm on IE9.

IE10 fails to install with the same error as IE11 does.

I have also attempted uninstalling IE9 and then installing IE11 - did not fix the problem.
Next, I tried reinstalling IE9, then running the IE10 installer again to see if it allows me to step it up now. No go.

So I'm still stuck on IE9 with no more ideas.

OK, please do the following.

1. Delete this key from the registry. HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing\ApplicabilityEvaluationCache
2. Run this FixIt in Aggressive Mode <---make sure to check the box for Aggressive Mode
3. Reboot (You should be prompted to anyway after the FixIt run.)
4. Check for Windows Updates. It may take a little while to check since it needs to recheck all updates.
5. Let me know what it shows once updates appear.

Did the fixit in aggressive mode. No change in the function of windows update. Still keeps looping the same updates and failing to install IE

Did the Clean Boot - started the upgrade in place. Made it to 63% of 'transferring files and settings' - then rebooted and rolled back.

Failure :/

We did our best but unfortunately are out of options. It looks like a reload is the only thing left. I appreciate that you have stuck with this for two months and we did get so close. I apologize we could not do more.
