I have backed up what I could and she has Onedrive backup of stuff until it filled up (? when).
I would still have liked to save apps.
I will recreate the usb stick, I only have one left so I have to reuse, would you see anything in the folders of the
one I created with rufus that would would tell you why it won't boot? before I overwrite it?

Okay, please open de command prompt and run CheckDisk first with the following command. Change X: with the drive letter of the system drive.

No problems it seems, so this looks good. Could you please try to start the system in safe mode through the recovery environment.

Open Advanced Boot Options and choose Safe Mode with Networking
 
Ok, let it run for a while to see what happens. But I think the only solution left is to remove all the system partitions (except the OEM recovery partition) and install Windows from scratch.
 
Hmm, no startup settings, only UEFI Firmaware Settings. Please try to start the laptop the normal way and see what happens.
 
only option there (for me) is to RESTART to change firmware settings. No option to start in safe mode.
I think at startup to prevent the loop is to use F2 or F10 to get to eufi changes
 
Ok, please change the boot sequence and try start the the normal way to see what happens.
 
so Start took me to a couple of Fn selections and F9 to me to (see attached). Is normal boot attempt the one pointing to ST1000 (2nd option)

Set the Windows Boot Manager to first boot, and try to start the laptop in the normal way.
