This is what I expected, so the only solution left is to remove all the system partitions (except the OEM recovery partition) and install Windows from scratch.

at step 15 I ended up with this:
what next?
I'm guessing it has to be resized but to what?

This issue has probably to do with a missing SATA (sas) driver, what is the exact type (model) of this laptop?

well it's an HP notebook 15
I remember seeing specs but didn't copy anything.
has i3-6006u 8Gb circa Sep 2017

model# (on back) 15-bs017ca
SN#CND7432JQ7

out for about an hour

In the meantime I came across a simular issue with an HP laptop. And the solution was to use a exFAT formatted USB-stick instead of NTFS.
HP Laptop - 14-dk1003dx getting 03F0 error trying to install Win10 from USB

So I would suggest to create the USB-stick again:
1. Open Windows Explorer and right click the USB-stick and choose format and select the option FAT32. (if you choose exFAT, the Media Creation Tool will reformat the drive to FAT32).
2. Afterwards use the Media Creation Tool to create the new USB-stick and try the installation again.

You don't need to recreate the partitions, just select the unallocated space, the setup process will create them automatically. After the installation you can resize the partion and crate a new data partition.

The install completed the restart to step 16 but then was back at screen as seen at step 7/8
At step 14 I had situation as shown for 14A (partitions had been deleted)
I never saw the creation of partitions as mentioned in 14B
Clicked Install then NEXT from step 7/8 and it seemed to proceed from step 14B with only 3 partitions showing (no Partition 4 Recovery)
Now it's back to last screen in step 15 and again only 3 partitions (no recovery) weird I will click NEXT again but this looks like another loop.
Yup back to step 7/8 never gets to step 17

I've never seen an issue like this, but after the first reboot (step 16) the system did not boot from the harddrive but the USB-stick again.

I would suggest to start a new thread in the Windows 10 section, why you can't perform a clean install of Windows 10 on this laptop. This subforum for Windows Update issues is limited to react on, and in the Windows 10 section you will receive more suggestions from other (team)members as well.

Understand, but could you move this thread to windows 10 forum from your end to maintain continuity.
or
Do I refer to this thread and let them review it?

By the way on last loop through, I clicked repair NOT Install and it came up with options (see attached)

Back to 7/8 Install or Repair = back to same choices.
I don't know what turn off pc/remove usb and power ON would do? I suspect auto repair loop but I can try
