FRST Registry Search
1. Click your Start button and choose Control Panel.
2. In the upper right corner ensure the View by: is set to Category.
3. Select the Programs group.
4. Click the Turn Windows features on or off link. This will bring up the Windows Features dialog. Wait until this dialog populates with information. If this does not happen for some reason, please continue with the steps anyway.
Note: This loads your components hive which is what we want. Please keep this dialog open while you perform the remaining steps.
5. Please download Farbar Recovery Scan Tool and save it to your Desktop.
Note: You need to run the 64-bit Version so please ensure you download that one.
6. Run FRST64 by Right-Clicking on the file and choosing Run as administrator.
7. Copy and paste
xpsrchvw.exe.mui;xpsfilt.dll.mui;xpsrchvw.exe.mui;xpsfilt.dll.mui into the Search box and click the Search Registry button.
8. When the scan is complete a notepad window will open with the results. Please attach this to your next reply. It is saved on your desktop named SearchReg.txt.
9. You may close any remaining open windows now.

I have noticed you have provided CBS instead of COMPONENTS I requested:

Retrieve Components Hive
1. Navigate to C:\Windows\System32\Config and locate the COMPONENTS file.
2. Please copy this file to your desktop.
Note: If you receive an error that this file is in-use, simply reboot your computer and try again.
3. Right-click on this file on your desktop and select Send To...Compressed (zipped) folder. This will create a file named COMPONENTS.ZIP on your desktop.
4. The file will likely be too large to upload here so please upload to a file sharing service and just provide the link here.
 
No - there is no local admin account in Windows Server 2016 (once it's promoted to a domain controller it drops the local account database). I tried adding a new admin account just to see if that made a difference know but same failure error I'm afraid.
 
Hi, thanks for hanging in there with this one as I know this is a really bizarre one. I would've long since given up and reinstalled clean but as you know I did that once already and this problem apppears to just come back so there's no solution there. :banghead:

I ran the command you suggested (output below) and cannot fanthom why it lists Korean as an installed language. You asked about installed language packs early on and when I check via the control panel it only lists English. I found an interesting post where someone with the same issue (seems to happen a lot with the 'international' version of Server 2016 Essentials) suggested running the lpksetup command and when I ran it I saw English, French, Italian and Korean language packs installed. So three sources of data and three different reports...nice Microsoft. Right now I'm uninstalling those 3 non-English packs via lpksetup and will see if that clears it. The post I found said you might need manually delete a lot of registry keys from the component store registry settings which I'd rather avoid so I'll update you after the 3 language packs are removed before taking any other actions.

All 3 uninstalled and there was a long restart/updating cycle but looks like it worked as I don't see them anymore. There is a yellow exclamation mark on the primary English pack when I check with lpksetup which I don't know what indicates but possibly just that it's the primary language you can't uninstall. Output from /Get-Intl below.

No, darn. :( But...I think I've identified the issue as relating to mis-installed Turkish language pack. I was able to add the French, Italian, and Korean language packs and remove them but the Turkish one fails to install. I'm a little reluctant to start deleted tr-TR entries in the registry so would rather find a way to get it to install/uninstall cleanly but any suggestions are most welcome.
