Then when I restart it takes a while to shut down and restart. Is there some type of restore point set when the DISM is run and with it failing it corrects itself upon restart? Also, I just had a message to update Java, something I've not yet seen since replacing the hard disk.

"Do not turn off your computer." this message lasted about 5 minutes then "Shutting down..." which lasted about 3 minutes then a black screen which lasted another 3 minutes then "Starting Windows" and a normal restart. So something changed after the last fixlist and attempt to install KB4462923.
Also FYI. I restarted and got the following: "Preparing to configure windows . . ."
