since you said it looks odd I did it again. (as admin, just like before).

did I miss anything? where did I go wrong ?

When I say I think I ran it as admin, I mean I right clicked the BAT file and chose 'run as admin' from the context menu. Should I be doing something else?
 
I have taken this screenshot after I run that batch file from the elevated command prompt, but the output is the same when I run the batch file from the desktop:

You should get the same.
Try to edit the file in notepad (don't use other programs to edit it).
 
hi xilolee, in my first attempts I had edited the bat file in wordpad. this time I used notepad.

restarting and trying to create RP got the same error message as before.

I don't know if this info is relevant or not, thought I'd mention it anyways:
for some time now, my system takes much longer to shut down and boot
 
created new user
logged in with it
tried open rstrui
got "unexpected error. access is denied (0x80070005)
 
I think not.

No mention of making it admin in the instructions I followed:

"No, try instead to create a new (windows) user, log in with it and try to create a restore point."

Shall I try again making it an admin account?
 
Now tried again with new account as admin.
Result: same error message as before.

(and no access error with guest account)

Re-open msconfig:

  • go to startup tab, click enable all, click apply
  • go to services tab, untick hide all Microsoft services, click enable all, click apply
  • go to general tab, select normal startup, click apply/ok
  • reboot Windows

If msconfig still shows "selective startup" after the reboot, re-try those steps.
Then obviously try to create a new restore point and report the result.

startup : nothing to click. all is enabled.
services: hide microsoft services box is not ticked. clicked enable all and apply.
general tab: normal startup was selected. clicked ok, rebooted.

  • Open regedit
  • Go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\EventSystem
  • Right-click EventSystem
  • Click export
  • Save the file on your desktop as EventSystem.reg (or the name you prefer)
  • Right-click the file, click edit, post its content here (possibly, using the quote or code or hide tags). Or upload the file directly, if you prefer.
