Trying to manually create RP after these steps resulted in error message, as before.
 
Open notepad, copy/paste the following text in it, save the file as RegisterVSS.BAT (or the name you prefer... RegisterVSS.bat.txt won't work), right click the file and run it as an administrator.
Reboot windows and re-try the vssadmin list writers command and to create a system restore point.

Yes, that happens because you (have probably) used WordPad and saved the file in Rich Text Format (I think).
If you use notepad, that shouldn't happen (it should save your file as I wrote it).
If you still prefer to use WordPad, I think you should save as Plain Text Document, but then you'll need to change also the file extension.
I.e., if the file is shown as RegisterVSS.BAT.txt, you'll have to remove the .txt.
If the .txt doesn't appear, it could be that you have the default setting in folder options, view: hide extensions for known file types.

I tested the file and its commands on windows 10 home x64.
I can't say if it works (i.e., if it restores the "system restore" function), but I can say it didn't break the "system restore" function on my pc (I can still create restore points).
 
I am not sure about that. but yes, it's not out of the question that I mistakenly saved RegisterVSS code as a wordpad file instead of notepad. running the downloaded code from the link in your message as admin produced this:

  1. Create a system image (or more system images, with different tools)
  2. Make sure you have the Windows installation (or repair) cd (or usb drive) at hand (and/or the cd/usb drive to run your preferred system image tool).
    In case the system won't start in its Advanced Startup Options even after many reboots, you'll be forced to use it to restore your PC with the system image previously created
  3. Download Tweaking.com Windows Repair 3.9.12 Portable (click) on your desktop (or where you prefer)
  4. Decompress the folder - extract its folder from it
  5. Enter the folder and double-left-click Repair_windows.exe
  6. Click the repairs tab
  7. Click Open repairs button
  8. Untick the first checkbox (untick "All repairs"): it should untick all the checkboxes
  9. Tick ONLY 19 - repair volume shadow copy service
  10. Click Start repairs and let it work until it finishes
  11. Report if the problem has been solved; i.e., does system restore work?
  12. What can you try if it doesn't work? Reboot your pc in safe mode and follow the same procedure, then reboot in safe mode do it again. (Yes, twice)
  13. Reboot in normal mode and report if the problem has been solved; i.e., does system restore work?

BUT: there is no installation CD or USB stick !!

which leaves me (somewhat) hesitant to proceed along the path you propose.

also, I have next to no experience with disk images and am not aware of a corresponding tool.

Click windows Start, All Programs, Maintenance, Create a Recovery Disc and follow the instructions.
You'll need a blank cd (or dvd? I don't know the size needed): use a rewritable cd/dvd disk (to avoid to trash disks).
When you made (burned) the disk, you'll create a system backup with windows (to put in a safe place: another external disk? Or in another partition on your same disk, but this is less safer, though it could work without problems).
Then you can use another tool to make a system image (to put in a safe place: another external disk? Or in another partition on your same disk, but this is less safer, though it could work without problems), like: aomei backupper standard, easeus todo backup free, macrium reflect free, eassos partitionguru free, paragon backup and recovery 16 (free until November 1st 2016), and so forth...

I.e., take your precautions, since bad problems can always happen...
 
which brings us to the next challenge:

there is no entry for 'create recovery disk' in the 'maintenance' directory on this machine.
the only entries are:

- backup and restore center

- help and support

- problem reports and solutions

- windows remote assistance

I've also checked other locations for that entry and did a search. no luck so far.
 
It seems MS introduced that function during SP1 development (or beta status), then they removed it in SP1 final release...
That's one of the reasons other software companies created tools to do this task.

You can try aomei backupper standard (click): it's free (and I have the PRO version, hence I could help if you need help).
First thing to do after you install this kind of program: create their bootable cd/usb drive and check if it works on your system (i.e., try to boot your system with their cd/usb drive).

downloaded/installed AOMEI. the program tells me it needs Windows AIK. so I download that as ISO.
the AIK download website says I also need to install setupMagicISO.exe. so i did.

I tried all three combinations (WinPE uefi, WinPE legacy, Linux) and the bigger ISO resulted 366MB in size.
Hence you can burn a 700MB cd (first rewritable, so you won't trash it... Then, if it works, recordable).
If you want to use a USB stick, I think you should move data from it (they'll be probably erased, I'm not sure).

  • download MagicISO
  • install MacicISO
  • open MagicISO
  • mount the windows AIK ISO
  • install windows AIK on your PC

Now aomei backupper should be able to create the bootable disk without to be blocked.

To avoid the extra-steps (download/install MagicISO and mount the cd), you could have burned a cd/dvd (rewritable, to avoid to trash it) with Windows AIK.

I didn't have to make those extra-steps on windows 10 and I didn't know they were necessary on windows vista and previous OS...
I just clicked "create bootable media", "windows pe", "create the bootable disc based on UEFI", "burn to cd": done.

ok, xilolee, created bootable USB stick.
booting via this stick brings up aomei backerupper.
remind me please, what exactly do I do at that point?
create backup...of what? ( various options ) or clone something...or??
 
The simplest: Backup - system backup;
This will create a system image of your OS (ESP/efi/uefi partition, c:\ partition, and sometimes some recovery partitions).
The size of mine is usually between 10GB and 14GB (Normal c:\ size in my pc is about 28GB plus a 6GB pagefile.sys = 34GB).

Disk backup will backup the entire disk (instead of only some partitions), but then you need another disk to store the resulting BIG image.

If you need to save important and personal files on the other partitions, you can use "file backup"... Or simply copy your files elsewhere.

ok, I am wondering, backing up as the system as it is now will include the very glitch we are trying to fix, the RP issue, or not? Does that still make sense? And if yes, what will be my next step after creating the back up?
