Problem with windows update - now boots to black screen with cursor. SFC & DISM no longer work. Can't repair.

Do you use Windows 8.1 Pro ?
Run the command winver.
Provide a screenshot of the window that appear.

not sure what I have on here it came with 8.0 went I got it from Asus, there was a free upgrade to 8.1 and I think another to 10 - I probably need to upgrade to 10 soon, after jan 1 my software for work will no longer be supported.
 
It looks like you don't have the Pro version as that should be indicated in the latest screenshot. Also, the Pro version should have the file gpedit.msc in the folder \windows\system32 by default.
Now that you have the file gpedit.msc, try to run it and if so provide a screenshot.
 
In the screenshot, select Local Computer Policy - Administrative Template - All Settings
Provide a new screenshot.
 
Select Local Computer Policy - Administrative Template - System
On the right pane, scroll down to the end.
Provide a new screenshot.
 
Life got busy sorry! On another note I have to upgrade to windows 10 asap to keep support for the software I use for work.

Check Windows Update but do not install any updates. Provide a screenshot of the available important updates first.
 
Try to install KB890830 only.
When successful, try to install KB2919355 only and report the result.
If it fails, copy the file C:\Windows\Logs\CBS\cbs.log to your desktop.
Zip the copied file and attach the zipped cbs.log to your next reply.
 
Attach the file C:\Windows\INF\setupapi.dev.log to your next reply.
