I made a disk image and took a chance and copied the sys folder from my windows 8.1 install over - leaving my originals intact.. I have 100% complete verification phase now - I think some corruption on my old hdd must have removed many of the originals? SFC appears to still be working, my hdd light is flashing, will let it sit and see what is what.
If found some corrupt files and was unable to fix some, it told me to reboot - will update with a new log after another sfc run.
Got distracted and tried DISM /online /cleanup-image /restore health - and it working now, at 40% .. going to let it run over night, will update in the am.
