One registry fix didn't work. Let's try to do it manually.
Note: If anything is unclear ask first before doing any changes.

Open Regedit.
In Regedit, browse in the left pane to the key
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Schedule\TaskCache\Tree\WPD\SqmUpload_S-1-5-21-2440348509-2970166506-2634126922-1000

Next right-click in the right pane and select New - DWORD (32-bit) Value.
You might get the error message "Cannot create value: Error writing to the registry".
If so, let me know first.

Sorry for the delay.

Open Regedit again and browse to the key
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Schedule\TaskCache\Tree\WPD\SqmUpload_S-1-5-21-2440348509-2970166506-2634126922-1000

Rightclick on it and select Permissions.
A new window opens, click the button Advanced.
A new window opens, select tab Owner.
Put a checkmark at Replace owner on subcontainers and objects
Select Administrators (...) then click Apply and OK.
In the list "Group or user names" select Administrators (...).
Put a checkmark to allow "Full Control" and click OK.

Next right-click in the right pane and select New - String Value.
Give it the name Id
Doubleclick the new name and give it the value {C4CCF546-E00D-41BB-84CA-8DA301CC0FB0}
(best to copy and paste the value to prevent a typo)

Were you able to add the keyname and value ?
