usb unable use any usb flash drive

Xilolee I can't copy nor paste when I double click on the path it light in blue but are not allowed to copy or paste this is where I am stuck at.

After you've opened that window, try to press and hold CTRL (on your keyboard), then press V (on your keyboard) --- "CTRL + V" is the shortcut for paste strings.
 
Xilolee I could not copy and paste that way the system would not allow me to do so but I finally founded a way to copy and paste and I performed the task. I had to outline the command and then right click to copy the command from your link then went into the environment variables and paste it there, so now we completed that what is next?
 
Did you restart? No effects?
Try to download and run this: Acer hardware Vendor Detection.exe (click)
Then report what happened (screenshots are welcome).
I also see there should be an Acer Updater application on your system, it could be awesome if it downloads and installs all the software for you.
If it isn't present on your machine, check the application tab on your manufacturer webpage (click) and download/install/run "acer updater".

Don't download/install/update the BIOS (at least until you are sure it is the correct bios and you know what you are doing).
 
I ran the hardware vendor detect and it just displayed some hardware names only and ran the acer updater and it found nothing to update. here is a picture of hardware detect

Re-try to install the chipset: double-click the setup.exe (in Chipset_Intel_9.1.1.1019_Win7x86), follow the instructions and when it finishes: reboot.
 
Xilolee I done the reinstall the chipset and things are still the same. After trouble shooting all these possibilities I don't think that it's the drivers so much as it is some corruption in the registry or system that is preventing the drivers to update. Again this problem started after I tried aomei backup and recovery to create a recovery partition that didn't work .The partition took 35 gbs so what i did was to delete and combine partition back to the c drive since the aomei back up and recovery did not workout. My usb problems started after this event. I ran chkdsk and sfc/scannow and the results were good. Maybe this info will shed more light to this problem.
 
If you still have the usbdeview folder on your desktop, launch this command (it's one command):
"c:\users\acer\usbdeview\usbdeview.exe" /shtml "c:\users\acer\desktop\usbdeview\usbdeview LOG.htm" /displaynoportserial 1 /DisplayNoDriver 1 /displayhubs 1 /retrieveusbpower 1 /sort "device type"
Then upload here the usbdeview LOG.htm that should have appeared on your desktop.

(If you don't have usbdeview, download it and put its folder on the desktop)

Yup, the command was wrong ("\desktop" missing in the first part):
"c:\users\acer\desktop\usbdeview\usbdeview.exe" /shtml "c:\users\acer\desktop\usbdeview LOG.htm" /displaynoportserial 1 /DisplayNoDriver 1 /displayhubs 1 /retrieveusbpower 1 /sort "device type"
 
Xilolee you have much more confidence in my computer skills than I. I had too really work to figure out how to get the path to match up with the command line path finally i figured it out . I am getting better every time you challenge me to follow you. lol

It seems you don't have inf files. This is mine:

This time upload the file (it's too big, or at least it should be).
 
I'm not sure how many inf/pnf files there should be in that folder when using Windows 7 (you have 72, about half are inf, the other about half are pnf), but in my Windows 10 there are 1310 files (about half inf and about half pnf).
Hence I think the problem is here in this folder.

Now, the most easy method I can think of to solve your problem is to find someone that is using windows 7 starter 32bit and copy all the missing files from him (i.e., without overwriting the files that are already present in your inf folder).
Otherwise, a bit complicated method is to download windows 7 iso from MS (they wants you provide them your product key, you can try the one under your laptop) and extract the missing inf files from there: Download Windows 7 Disc Images (ISO Files) (click)
I don't think this will work because you didn't buy a windows dvd and you bought the laptop with windows already installed, but a try will not hurt...
