KB4539601 is listed so KB4534310 not really needed.
In your initial post in this thread you say:
In Event Viewer, the following error appears: "The Windows update could not be installed due to error 2149842967 "" (Command line: ""C:\Windows\system32\wusa.exe" "C:\Users\gg \ Downloads \windows6.1-kb4534310-x64.msu" ")"
Does that still shows up ?

I am unable to perform Step 3 - Run ComponentsScanner.
Try to ComponentsScanner again and report the result.

Yes, KB4539601 appears as listed.

- Does that still shows up ?
It appears as: "KB4534310 package successfully changed to Installed state".

"In Event Viewer, the following error appears: "The Windows update could not be installed due to error 2149842967 "" (Command line: ""C:\Windows\system32\wusa.exe" "C:\Users\gg \ Downloads \windows6.1-kb4534310-x64.msu" ")" Apparently this phrase appears when an update fails when using "double-click" mode.

And when installed by DISM, it appears as "Package "KB x" successfully changed to Installed state", regardless of whether it is listed or not.

For example, the kb4516065 installation we tried in post #26. In the Event Viewer, it shows up as "KB4516065 package successfully changed to Installed state.", but it's not listed.

Should I try installing KB4534310 in double-click mode, to see if this message replays?

Step 3 - Run ComponentsScanner, opens and closes the command prompt quickly without error or log.

Should I try installing KB4534310 in double-click mode, to see if this message replays?
Okay. Report the result.

Attach the file %localappdata%\Sysnative\ComponentsScanner.log when available.

same result:
lsgQzZm.jpg

"Windows update could not be installed due to error 2149842967 "" (Command line: ""C:\Windows\system32\wusa.exe" "C:\temp\windows6.1-kb4534310-x64_4dc78a6eeb14e2eac1ede7381f4a93658c8e2cdc.msu" ")

ComponentsScanner - Quickly opens and closes the command prompt, with no errors or logs.

I looked in event viewer>Application and the error about ComponentsScanner appears.

This "NET", would be the NET Framework, correct? It appears installed.

Capture Process Monitor Trace
1. Download and run Process Monitor. Leave this running while you perform the next steps.
2. Start ComponentsScanner.
3. Stop Process Monitor as soon as ComponentsScanner fails. You can simply do this by clicking the Capture button (third button from the left) on the toolbar.
4. Select the Filemenu...Save... and save the file to your desktop. This is likely the default location. The name (unless changed) will be LogFile.PML. This is fine.
5. Zip up and attach the file LogFile.PML.
If the file is too large to upload here so please upload to Gofile or WeTransfer and just provide the link here.

Thanks for the .PML file. Did you change some environment variables regarding Microsoft .NET Framework and if so why ?

Sorry, but I have no idea what that is. If I changed was it indirectly? How can I correct that?

Lets have a look first.
Collect System Variables
  1. Click the Start button and in the search box, type Command Prompt
  2. When you see Command Prompt on the list, right-click on it and select Run as administrator.
  3. When command prompt opens, copy and paste the following command into it, then press enter.

    Code:
    set > "%userprofile%\Desktop\set.txt"
  4. This will create a file, set.txt on your Desktop. Please attach that file to your next reply.
