[SOLVED] Windows error 0x80073712 not fixed

That corresponds with what I'm seeing. Your registry is saying that you only have version 8 but the files on your system are saying that version 9 is installed. I'll provide next steps shortly.
 
I cannot find Internet Explorer in that list - I even did a search on the page. It's probably not relevant but on the left hand side of the page it says Turn Windows features on and off and there is a check mark next to Internet Explorer 11.

It's actually very relevant so thank you for pointing that out. What happens when you uncheck Internet Explorer 11 and click OK?
 
I rebooted and it went through a few minutes of configuring. When it returned to Windows there was no sign of Internet Explorer on the start button. I then separately tried to install each of the important updates but without success. There is still no mention of Internet Explorer in the "uninstall an update" section of "Programs and Features".
 
No problem. Are you able to open internet explorer now? You should be able to click the Start button and type IExplore into the search box. iexplore.exe should show up in the results and then you can click on it.
 
Unfortunately it still opens and closes immediately. The Windows feature is now turned on but it reads IE 10 so I probably mistyped it earlier.
 
OK, uncheck it again and click OK and let it do it's thing. Then do the following.

Install IE9 manually
1. Download IE9 to your desktop.
2. Attempt to install from the downloaded file.
3. If it fails, please send me the following two logs.
C:\Windows\IE9_Main.log
C:\Windows\Logs\CBS\CBS.log
 
Thanks. Now, let's try the following.

Step#1 - FRST Fix
NOTICE: This script was written specifically for this user, for use on that particular machine. Running this on another machine may cause damage to your operating system
1. Please download Farbar Recovery Scan Tool and save it to your Desktop.
Note: You need to run the 64-bit Version so please ensure you download that one.
2. Download attached file and save it to the Desktop.
Note. It's important that both files, FRST64 and fixlist.txt are in the same location or the fix will not work (in this case...the desktop).
3. Run FRST64 by Right-Clicking on the file and choosing Run as administrator.
4. Press the Fix button just once and wait. If for some reason the tool needs a restart, please make sure you let the system restart normally. After that let the tool complete its run.
5. When finished FRST64 will generate a log on the Desktop (Fixlog.txt). Please post the contents of it in your reply.

Step#2 - Install IE9
After your server reboots, please install IE9 from the downloaded file. Let me know if it was successful.
