You have permissions problem, repair installing Windows 10 will solve the permission problem.

What is the service start up type set to? It should be set to Manual (Trigger Start).

It's disabled, I probably should've mentioned that. In services, it still won't let me change it to manual "Access is Denied".

In services, does it allow you to attempt to manually start the service? What happens when you attempt to scan for updates?

Can you log in to built-in Administrator account you can enable built-in Administrator account by executing the following command:

net user administrator /active:yes

Create restore point by typing create restore into Start Menu.

Open Registry and navigate to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\wuauserv right-click wuauserv key and select Permissions and select Administrators and post a screenshot of the Permissions dialog box.

Full control is disabled for admins, I’ve checked the permissions for admins and it says full control.
