Windows Update has stopped working...

I had tried that before. But it might work now with the changes we've made!!
 
You can also perform in-place upgrade of Windows 10.

Which is what I proposed earlier, and that did not work at that time.

If ever there were a time to take "the thermonuclear option" after backing up all user data and collecting any installers you might need to put stuff back, this is it:

Since I presume you already fetched the ISO earlier, you can skip those steps now.
 
It failed...I was poking around the Services window and found this service below the Windows Update one? Possibly this one could be contributing as well?

SetupDiag is a free diagnostic tool by Microsoft that is designed to find and parse Windows 10 setup log files to determine why an upgrade or update failed to install on a computer system.

SetupDiag works only on devices running Windows 10. The second requirement is that it depends on the Microsoft .NET Framework 4.6 which needs to be installed on the device it is run on.

If you run SetupDiag without parameters, it attempts to locate log files that Windows 10 creates during the upgrade process in the default folders on the device.

The program creates a results.log file in its directory when it completes the scan, which includes upgrade issues that it detected in the log files during parsing.

SetupDiag creates a zip archive of all log files that it processed on top of that, which it saves as Logs.zip in the same directory as well.

No only your files the in-place upgrade was the way you keep both, but sadly Windows cannot execute Dism command because of permissions.
 
If there is malware suspicions, then you should open a thread in the security forum so the issue can be investigated properly.

Problem is if it's malware infection it has changed registry key permissions, i don't know how deep the changes made to registry i don't think removing the infection would help restore the registry permissions.
