Sorry, I don't live in the US and can't tell you why that text-phrase is stated.
Please take screenshots of the current settings of the System Configuration Utility or write them down. You will have a backup in case something went wrong.
 
I am still concerned about CLEAN BOOT. I am connected to the Internet through COX in Las Vegas.

Important If the computer is connected to a network, network policy settings may prevent you from following these steps. We strongly recommend that you don’t use the System Configuration utility to change the advanced boot options on the computer unless a Microsoft support engineer directs you to do this. Doing this may make the computer unusable.
A clean boot is nothing to worry about, it's not permanent and is similar to starting your PC in safe mode. As Peter said, just make a note of the old settings in case you need them.

That warning is talking about machines in a corporate environment, managed by an external IT team who can apply settings to prevent a clean boot (this would be done to ensure employees can't disable security or other critical business software).

I happened to run CheckSUR on 6/5/2019 and did not post that information. I has thousands of Package and Manifest errors. I am attaching it in case it points to my install issues.

Correction. The errors are as you will see are Payload File and Manifest missing.

WOW. I seem to have lost a lot of files somehow. Everything in this SFCFix is for Windows 7 Professional 64bit?????

Something went wrong. Your attachment is a scan-result with SFCFix.exe, not a fix-result.

I went through the C: and found a C:\WINDOWS\SYSWOW64. Could not find where the vast majority of files were installed.
Using the SFCFix.exe from #48 and the latest file you sent those are the results. SFCFix.exe asks a lot questions which I answer yes to continue. The desktop points to the new zip file. I also was confused. Should I download the .exe again from #48?

No need to download SFCFix.exe, you already have that.

I ran it again and here are the results. The exec did mention an extract timedout.

b) Do you have a file called SFCFix.zip with the size of approx 150MB on your desktop ?
 
I have ShortCuts to them on the desktop. This is how they have always been handled. Can they and would it be better if the files were actually placed, although they run this way. As I said, they are now the only files named SFCFix.
 
I went ahead and copied the files directly to the desktop and PowerCopy ran okay. This is very different than previous executions.
