Install sequence for KB4490628, KB4474419

Control Panel\Programs & Features\Turn Windows Features On or Off.

I hit the wall again. I installed every Security Only Update until I tried KB4499175. I ran it after I ran pciclearstatecache. I also tried KB4508772 which also reverted the install.

I seem to be missing some Parent Packages these want. I am uploading a CBS.Log file.
CBS.log (204.56MB) - SendSpace.com
sendspace | Delete File if you want to delete it, or I will later.

Remove Update Manually
  1. Click on the Start button and in the search box, type Command Prompt.
  2. When you see Command Prompt on the list, right-click on it and select Run as administrator.
  3. When command prompt opens, copy and paste the following command into it, then press enter.
    wusa /uninstall /KB:4474419
  4. Let me know if it says it was successful or if there are any errors.

No Errors. All it said was that KB4474419 was NOT installed on this computer.
I have a 99.9mb fixed disk that has System Reserved on it. The disk only has 88kb left. Yes, It has never been an issue before. Only that is has low disk space message that appears often.

Sorry. KB4474419 is in the IMPORTANT Update Section. I don't do Rollups so these are always hidden.
KB3021917 from 2/10/2015 is in the Optional Section. This Relates to Telemetry so I will hide this one also.

Go to Control Panel - Windows Update - Change settings.
Select Download updates but let me choose whether to install them.
Click OK.

I don't do Rollups so these are always hidden.
Let Windows Updates show these updates again.
Restart the machine.
After the restart, check Windows Update again, do not install any of the updates but first tell me which updates are available.

Click on the Start button and in the search box, type Command Prompt
When you see Command Prompt on the list, right-click on it and select Run as administrator.
When command prompt opens, copy and paste the following command into it, then press enter.

Code:
copy %windir%\logs\cbs\cbs.log "%userprofile%\Desktop\cbs.txt"

This will create a file, cbs.txt on your Desktop. Please attach this to your next post.
Note: if the file is too big to upload to your next post please upload via a service such as Filedropper or One Drive or SendSpace and just provide the download link.

BIG PROBLEM. When I signed off last night, Windows decided on its own to install 3 updates. One of them won't install and it REVERTS its attempt. The problem is
that it also RE-TRY'S whatever fix it is. I am sending this from SAFE with NETWORKING. In this state Windows Update is not available so I can locate what is causing
the problem.
HOW DO I CORRECT THE LOGON ISSUE????

In Eventlog there was a message that wusa /uninstall /KB:4474419 had a problem. "Windows Update could not be uninstalled because of
error 2359303"

I stopped looking in Hkey_Local_Machine because of the number already found.
The rest of the Register was empty of KB4474419 entries.

Found out how to look at INSTALLED UPDATES in this environment and found kb3207752 installed today. It is a Rollup from December 2016.
I had previously installed KB3205394 which is the Security only for December 2016.
I would like to remove the rollup and re-install the Security Only, but until we resolve the WU issue I will do nothing without your direction.
