Unable to run .Net updates on Server 2008 R2

Sorry for the delay.

I was away for a week.

FYI - 9-2019 Windows Rollup installed successfully.

While I was gone, .Net Update KB4507420 was superseded by KB4514602

Tried KB4514602 = failed
Error = 641

Collect.exe logs attached.

Main Line Updates: KB4041083, KB4514602 (does not present itself as Beta and has hidden the previous update after being approved in WSUS), KB4474419

Optional Updates: KB4049016, KB4503548

To this point, any .Net update fails with Code 641

I've downloaded the Win7 SDK in hopes of repairing/reinstalling the Windows Installer Service as the possible cause of my issues. However I'm not 100% that's the real issue as other updates and software can be installed successfully.

I await you're suggestion on next step before I try anything.

Please install KB4474419 with ProcMon enabled. This is a prereq because of the SHA-2.

I was not referring to KB4514602 as Beta, but one of the updates contained within it.
 
Reboot completed.
KB4474419 is gone from the list.
Should I be running procmon while attempting KB4503548?
 
I will attempt this but please recall that one of my background issues is that SURT fails to run even though normal windows updates are succeeding (and .net updates continue to fail)

I will report back shortly.
