Win7 (32 & 64 bit) systems that will not install any updates to .NET Framework

It once again only gave me the options to remove or repair. I chose Repair but got the "Repair Did Not Succeed" message again.

BTW I'm breaking for lunch so I'll be AFK for a bit.
 
FRST Registry Search
1. Click your Start button and type in cmd.
2.After you find the Command Prompt, right click on it and select Run as Administrator.
3. Copy and paste the following into the Command Prompt:

reg load HKLM\COMPONENTS C:\WINDOWS\SYSTEM32\CONFIG\COMPONENTS

4. Please download Farbar Recovery Scan Tool and save it to your Desktop.
Note: You need to run the 64-bit Version so please ensure you download that one.
5. Run FRST64 by Right-Clicking on the file and choosing Run as administrator.
6. Copy and paste .NET Framework into the Search box and click the Search Registry button.
7. When the scan is complete a notepad window will open with the results. Please attach this to your next reply. It is saved on your desktop named SearchReg.txt.
 
I get the following error when I try step 5 above...

I went ahead and tried the 32 bit version since this Windows 7 instance is 32 bit and I still get that same error.
 
No. When I right-click Run as Administrator I get a spinning circle next to my cursor and after maybe about 30-45 seconds that popup happens. I suspect that the endpoint protection software (Panda) may be blocking this. give me some time to reach out to the administrator of that and see if I can get that whitelisted. (Or at least rule it out as the cause.)
 
Well I had the wrong AV product in mind but that is our problem in this case. This client is using Trend Micro and the behavior monitoring component blocked it. Good thing is I am also an admin for that so I should be able to get it unblocked.
 
As it turns out that logging was already enabled but there were no log files in the %temp% directory with the name of msi*.log aside from the one I've attached (msiinv.txt). I do not suspect that is the file you're looking for. In trying to work through this I did the following:

1. Deleted that registry key
2. Restarted the Windows Installer service.
3. Recreated the registry key
4. Restarted the Windows Installer service.
5. Ran the 4.8 installer. It errored out with the same message of Installation did not succeed.
6. I then ran the search tool Everything looking for all instances of files named msi*.log. Found only the same log that I've attached.
7. Checked c:\temp & c:\windows\temp but no such file(s) exists.

Should I have maybe rebooted in between the deletion of the key and then again after the recreation?

So that turns up an interesting find...there is no C:\windows\installer folder on this system. I was able to change the ownership on my temp folder (the folder that %temp% opens) anyway. I didn't change any other temp folders on the system just the one that the variable maps to. But I think the bigger issue is perhaps the lack of the installer folder. Thoughts?
 
Okay, so I found 2 folders named Installer but neither are the ones we're looking for. I base that on comparison of the c:\windows\installer directory on another Windows 7 machine.
