Windows 7 CheckSUR unavailable manifest files

Installation of KB4489878 was successful. So there are 14 more to do, But I'll await your instructions.
 
Install the updates one at a time starting with the oldest one.
Please stop when an error occurs, report the failed update and attach the zipped cbs.log to your next reply.
 
I successfully installed the one update KB4489878 last night.
This morning I restarted the computer and ran Windows Update again. It still lists 15 updates, including KB4489878:

So it appears that the update(s) are not being registered. Perhaps that is why I am now going round in circles with the updates. Can we get out of this vicious circle?
 
Try to install KB2463332 only.
 
Try to install KB2871997 only.
 
Yep, that one (apparently) worked. I say 'apparently' because the PC may not remember at the next restart that it has been installed.
What next please?

That has installed successfully as well. Here are the 13 outstanding updates still to be done:

Try to install KB3011780, KB3031432, KB3046269, KB3068708 and KB3184143 in the given order.
 
I apparently successfully installed the first two of your list. didn't do a restart after each of these.During the prep for the third, the PC spontaneously restarted. Windows Update now shows the first two still requiring to be done:

Yes I thought the log file was small.
Clean boot, windows Update reports 57 important updates, as follows (but I haven't tried to apply any updates yet):

Try to install the security updates only, skip the 2019-xx and 2020-xx items. Start with the oldest one, select 3-5 updates at a time.
Which Internet Explorer do you currently have ?

I never use IE, and I remember it's partly because problems started when updating to IE11. It never installed. I use Firefox.
 
Just start IE and report the version.
 
It's IE10.0.9200.17357.
I'm installing updates after a clean boot. Every five in date order get installed, then I reboot.
First 15 OK.
For nos. 16-20 (KB3121461 ...) it installs the five, then afterwards reports 'Not needed'.
I'm currently doing a new Check for Updates, which has been running for 25 min so far, so I've just killed it.
I'll reboot now and then check.
 
I've been installing important updates one by one, rebooting each time. Some progress, although all seems to report 'not needed'. But the KB3172605 Update has been 'downloading' for 3.5 hours, so I killed it.
Here is the current list of 20 outstanding updates:
