When I ran FRST64.exe this time, it didn't create a Fixlog.txt but created a sub directory called FRST-OlderVersion with the older executable in it. I then run it again and this time it created the Fixlog.txt in the root directory. Does it sound about right? Is this part of an automated update process?

Does it sound about right? Is this part of an automated update process?
Yes, that is normal. FRST might update itself first.
The CheckSur.log is clean.
Check Windows Update and report the result.
What about the issues you started this thread with, are these fixed ?

Good day Peter. I still get the problem displaying the Phone and Modem CP. I narrowed it down to one service not starting: Remote Access Auto Connection Manager (RasAuto). All dependencies are running. What's left is the Remote Access Auto Connection Driver. Not sure if I have some file corruption. It is in the system32\drivers directory as rasacd.sys dated from 2009. See error messages and logs attached.

Reboot the machine.
Did that fix the Phone and Modem CP issue ?

wmic service get name,displayname,pathname,startmode,exitcode > "%USERPROFILE%\desktop\services.txt"
After the command runs there will be a file on your desktop named services.txt.
