Let's take a look at the CBS log to figure out what is causing the updates to fail. Could you attach the CBS log from C:\Windows\Logs\CBS\CBS.log and post it in your next reply?

From the CBS log, it appears that your servicing stack may not be up to date. Could you please download KB3177467 and try installing this update instead. If it takes too long to check for updates, or anything else happens, let me know :)

Hello CKing,
After overnight checking for updates, the check for updates could only be terminated by me by shutting down my laptop.

1) Control Panel WU check for updates is off.
2) Is this related? My Samsung Android device driver is missing again and I can't transfer jpegs to my laptop without the driver. Upon my attempt to download the driver, it was searching the internet for the driver for about a half hour. I terminated that by ctrl-alt-delete.

This is certainly strange. For the driver issue, could you leave the install overnight? (Unfortunately, I don't have any other idea of improving the speed of WU due to a bug. There is an update that speeds up WU, but that also takes to install :()

For now, I would suggest you to download KB3197868 (November, 2016 Security Monthly Quality Rollup for Windows 7 for x64-based Systems (KB3197868)), and then disconnect from the internet. Restart the computer, and try installing this update. If the computer takes forever to check for updates, I suggest you to leave it overnight.

If the update fails, attach the C:\Windows\Logs\CBS\CBS.log as soon as possible, since the log itself is volatile. Otherwise, newer events will slowly fill the log, and the information we need might be lost.

Failure
The update installed after searching for updates for 18 hours. The installation progressed but failure occurred at 97% configuring windows update, and reverted to previous config.

I copied the cbs file in command prompt per your instructions within about a few minutes, using your procedure in post #17. Here is the link for the cbs.txt file.

By the way, when I received the message 'update install complete - restart your computer' a window message on my start toolbar said that updates will be installed at 3:00 am on Dec. 7, 2016. I still have Control Panel WU turned off. I'll leave my computer running overnight with the WU setting off, unless you respond yet tonight. Awaiting your instructions. Thanks, Jeff.

Hello Cking,
I have another cbs.txt file for you, generated a few minutes ago. I couldn't upload to sendspace due to 384 mb file size that exceeds the limit without their premium account. Can you suggest another upload site if it is of value? Here is why I did it:
I shut down my laptop this morning and it tried to install the updates again (12 updates) before it shut off. About an hour ago, I started up my laptop, but now it took 45 minutes to get to the login page, going through four configs and four reverts.
Is there a method you can suggest I do to bypass or eliminate the 45 minute startup procedure, like I believe you suggested previously?

Also, I have about 10% free space on my C: drive. At this point, can I delete files for more space by using Disk Cleanup or some other method without compromising your fix?

Thank you for the information!

We suspect that it may be a file system errors that may have corrupted the permissions of the files. So, let's have chkdsk check for errors on the disk:

Running CHKDSK
1. Click on :startorb: and type cmd. Right-click on the Command Prompt > ​Run as Administrator
2. When command prompt opens, Copy (Ctrl+C) and Paste (Right-click > Paste) the following command into it, then press Enter
Code:
chkdsk /r
If it asks you to restart the computer, click Yes
Note: This process can take a lot of time, so it is preferable to do this overnight

After it is done, we will get the results


ListChkdskResult
Download ListChkdskResult.exe (by SleepyDude) and save it on your Desktop.
Rightclick on ListChkdskResult.exe and select Run as administrator
If UAC warns that ListChkdskResult wants to make changes to your computer, click Yes

You should see notepad open (if not, open ListChkdskResult.txt on your Desktop)

Did you run CHKDSK scan itself? From the log, the last chkdsk run was from 16/9/2016

If you haven't run the CHKDSK scan, can you do it? (It can take a long time depending on your disk size, so it's best to do it overnight):

Go to :startorb: > cmd > Run as Administrator
copy and paste chkdsk /r
It will ask you to restart to do the scan. Click Yes and let it begin

After you have run the chkdsk scan, then run ListChkdskResults so we can see the results of the most current scan

CHKDSK did repair a few things. Just to be sure, please also perform Clean Boot by following the instructions here.

After booting into Clean Boot, download KB3207752, and then disconnect from the internet. Try installing this update. Let me know if it installs or if it also keeps taking forever to scan for updates.

Hello CKing,
Clean booted, downloaded KB7752, Windows checked for updates for about 16 hours, installation failed (see screenshot attached), turned off computer, started it up, configured updates, failed, reverted, and logged in. I then shut down the computer and started it, reset the computer to normal start up, checked control panel windows update for update history and found 13 Win update failures, and logged into this forum.
What is next?

Sorry for the delay. Somehow I missed this.

Could you do a full check of updates again and when the updates fail, could you attach the C:\Windows\Logs\CBS\CBS.log and C:\Windows\WindowsUpdate.log?
