So it seems like we won't be able to move on unless we replace the corrupt packages for that KB3035583. I'll ask my colleagues once more if one of them have it.

I might have pinned down the issue. I'll have to check tonight since I think I'll have to install that update on one of my VM. Looks like a missing deployment key.
 
Seems like my Windows 7 x64 VM is affected by the slow update issue from June. I'll have to work on it tomorrow evening since I got another one that crashed while I was working on it. Sorry about that.
