Problem with windows update - now boots to black screen with cursor. SFC & DISM no longer work. Can't repair.

Your screenshot is a bit different with the one I see on Windows 7 Ultimate.
In you screenshot at the top click the link Change.
Provide a screenshot of the window that opens.

Sorry, my mistake.

The last screenshot shows the owner for the registry key did change.
Click Cancel to close the window "Select User or Group". Then click OK to close the window "Advanced Security Settings for Windows Defender".
Now you are back on the window "Permissions for Windows Defender".
In the list "Group or user names" select Administrators (...).
Next, put a checkmark to allow "Full Control" and click OK.
Let me know if you were successfully able to do this.
 
Restart the machine.
Click Start typ regedit in the searchbox and press enter.
Allow the program to run.
"Registry-editor" will open. On the leftside browse to the key
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows Defender

Rightclick on it and select Permissions.
A new window opens, click the button Advanced.
Provide a screenshot first.
 
just for kicks I uninstalled all antivirus, rebooted and still does that.
Did you have multiple antivirus programs installed or Kaspersky only ?
Perform a scan with FRST to see if there are any remnants of antivirus programs.

FRST Scan:
  1. Right-click to run FRST64.exe as administrator. When the tool opens click Yes to disclaimer.
  2. Note: Ensure that the Addition.txt check box is checked at the bottom of the form within the Optional Scan area.
  3. Press the Scan button.
  4. Please wait for the tool to finish. It will produce two logfiles called FRST.txt and Addition.txt in the same directory the tool is run from (which should be the desktop)
  5. Post the logfiles FRST.txt and Addition.txt as attachment in your next reply.
 
If possible, could you help with KB2919355? I really need to use inspection software for my shop and it won't work until KB2919355 is fixed.

Sure. First, you latest attachment does not contain the file FRST.txt. Please attach that file, it is located in the same folder as Addition.txt.
 
It looks like you used Outbyte, a PC Repair or PC Optimizer tool. Don't use such tools. They are not needed. You may also have to pay first to repair the found (fake) problems.

Warning: This script was written specifically for this user, for use on that particular machine. Do not run this script on another machine.
  1. Download the attachment fixlist.txt and save it to your desktop.
  2. Right-click on FRST64.exe and select "Run as administrator".
  3. Press the Fix button.
  4. The tool will now process fixlist.txt.
  5. If for some reason the tool needs a restart, please make sure you let the system restart normally. After that let the tool complete its run.
  6. When finished, a log called Fixlog.txt will appear in the same directory the tool is run from.
  7. Attach the logfile Fixlog.txt to your next reply.

Yup that's it - either one of those just takes me to explorer window of the system32 folder.
