Windows Service Pack 1: Error Code 80070490

Found the culprit. Let's start with the following.

Code:

Remove Update Manually
1. Click on the Start

button and in the search box, type Command Prompt
2. When you see Command Prompt on the list, right-click on it and select Run as administrator
3. When command prompt opens, copy and paste the following command into it, press enter
wusa /uninstall /KB:2834140

4. Let me know if it says it was successful or if there are any errors.
 
That worked, and it allowed me to install IE11, which is brilliant! However, I now see no icon to upgrade to Windows 10. I have tried the repair tool online to get the windows 10 installer app but that ends up getting stuck.
 
The install of that seemed to be going smoothly, then when the main installation started (with the percentage in a large circle in the centre), it got to 25% and then the system crashed and shut down. When trying to boot it back up it appears to be stuck in another loop as it says a problem has occurred so the system will be restarted so it automatically restarts but then gets to the same blue error screen each time saying system thread exception not handled.
 
That's unfortunate. Let's do the following again to see which ones are available. I don't want to go back too far.

List Restore Points
1. Start your computer and begin tapping F8 to get to the Repair Your Computer option. Select that.
2. The first screen that will appear should be asking for your keyboard layout. Go ahead and click Next.
3. The next screen will attempt to locate your Windows 7 Installation. If it was successful it will be highlighted and you will be able to click Next. Go ahead and do this.
4. You will have several System Recovery Options to choose from. Please click on "System Restore".
5. Click Next on the introductory System Restore screen and you should be presented with a few dates/times that you can restore to. Let me know what date/times you have available here.
 
On its last restart it appeared with a black screen saying restoring your previous version of windows, and it has been stuck on that screen for nearly 2 hours, and when f8 is pressed during booting it just makes a beep sound and nothing else happens. It appears to be stuck on this screen now.
 
It has just now finished restoring back to the previous version of windows so I am now back to windows 7 desktop.
 
Good. It does take awhile to do. You may want to make a complete system backup of your system before we continue. It will give you a comfort level.

I've run across your exact issue on one of my home machines. What I did to resolve this (after messing with it for hours) was to do the following.

1. Ensure that any USB devices and non essential devices (printers, etc.) are disconnected from your computer.
2. Perform a Clean Boot of your machine. This is important so please look at the instructions in the link.
3. Attempt the install again.

Retrieve System Information
1. Download Speccy to your desktop. The setup file will be named spsetup126.exe or something similar.
2. Double-click on this file and install it. Note: Please ensure that you uncheck any foistware that may be presented during the install (i.e. Chrome Browser install).
3. When the program opens it will retrieve some information regarding your system.
4. Once it's done, select the File menu and choose Publish snapshot. Answer Yes to the confirmation message.
5. On the next screen that comes up, choose the Copy to Clipboard button and paste this link in your next reply.
 
That's right. My apologies. One of the troubleshooting steps that has worked in the past is to create a bootable USB drive and try to install off of that.

So start the Media Creation tool again but this time say you are creating it to do other installs and have a USB drive handy. Once it is completed successfully on the USB drive, browse to the USB drive and try installing from that. Make sure you are also in a Clean Boot state when doing this.

Note: You don't want to boot from the USB drive. Just run the install from the USB drive.
 
When trying to install the software onto the USB drive, it says 'we can't find a USB flash drive', however the USB drive appears on my computer, and I can open and access the files on it, but the installer can't seem to detect it.
