I am uncertain what you mean by problematic so I would like to clarify that.
If you mean you are aware they failed to install correctly please stop and provide the latest CBS log.
If you mean they are problematic for no other reason than they are still listed then will will try to install them. If this is the case, individually install them in the following order. If at any time you get an error stop and provide the CBS log.
KB4486563
KB4487078
If both install correctly please let me know what Optional Updates are now listed.
Download and run Process Monitor. Leave this running while you perform the next steps.
Attempt to install the update just like you have in the past
Stop Process Monitor as soon as the update fails. You can simply do this by clicking the magnifying glass on the toolbar
Select the File menu...Save... and save the file to your desktop. This is likely the default location. The name (unless changed) will be LogFile.PML. This is fine.
Zip up and attach the LogFile.PML file as well as your CBS.log
Just wanted to touch base and let you know I have been working through the latest information but there is a lot of ground to cover. This latest information is more complex than before so it is slowing things down.
We can anticipate going through several steps to attempt to repair the corruptions that surfaced in our last reports. These need to be dealt with before we try to apply any updates currently listed on your computer. Hopefully now that we have identified things and developed a strategy to deal with them postings will come a little quicker.

Alright, so I did the instructions you gave me, and it went well overall. The update was uninstalled, and the new one was installed.
That being said, 2 notes:
It did not ask me to restart PC
I didnt extract anything. The file you supplied was already in .cab format. So I just moved it to C:/, and ran the command you gave me. That ran well and it was installed.
